I think you've hit the nail squarely on the head here. This, I think, should be the more important issue. Both the OJC and the New Mexico stewards, as well as all boards of stewards everywhere, have to have the freedom to excercise their good judgement and common sense. I'm afraid there are other factors at work here.
If the Daily Racing Form or any other journal wants to stir up a hornet's nest, find out more about what has changed and why steward's actions are changing.
